Would begin with the owners expectations and review existing policies and processes. 

I would evaluate the administrative process including filing and documentation processes. 

While visiting projects will evaluate the safety processes, safety meetings, taking part of them evaluating the culture and interactions between leadership and employees. 

Evaluate existing safety equipment and how the equipment is being utilized, inspected, and documented.
